Executive Director
Tammy Davis is a graduate of the University of Tennessee Knoxville with a Bachelor’s of Science degree in Biology/Animal Science. She worked as a veterinarian assistant for over 12 years and spent many years in retail as a manager at PetsMart and the store manager of Bed Bath & Beyond.
She knew from a very young age that she wanted to spend her life saving animals. Growing up as an only child, her pets were like her siblings. It is her dream to one day open a low-cost spay/neuter clinic in the Tri-Cities area to eliminate the number of unwanted pets born every year.
As Executive Director of the WCJC Animal Shelter, her ultimate goal is to make a real difference in the lives of the animals in our community. She hopes to eliminate the needless pain and suffering of homeless animals and to be the “voice” that protects all animals.
To raise funds, improve the quality of life for the shelters animals, promote spay and neuter, facilitate outreach and educational activities about the humane treatment of companion animals throughout Washington County and Johnson City, Tennessee, and to increase pet adoptions at the Washington County/Johnson City Animal Shelter.

DVM – Veterinarian
Dr. April Fitzgerald obtained her DVM from the LSU School of Veterinary Medicine in 2009 after transitioning from a 5 year career teaching high school biology. Upon graduation from LSU, she was drawn to the mountains, climate and kind residents of the Tri-Cities area. Over the past 13 years, she has worked in private practice and as a relief veterinarian throughout the Tri-Cities and is looking forward to providing preventative pet care for the shelter and community of Johnson City. Dr. Fitzgerald has special interests in preventative medicine, soft tissue surgery and dentistry, and empowering pet owners through client education. She has a soft spot for senior pets, and strives to help enhance their quality of life through their geriatric years. Dr. Fitzgerald enjoys her time away from the clinic hiking and camping with the loves of her life – her husband, dachshund and 2 basset hounds.
MSM, LVMTg, – Clinic Manager, Lead Veterinary Technologist
Andrew graduated from Lincoln Memorial University with a B.S. in Veterinary Technology. He worked for the University of Tennessee’s College of Veterinary Medicine as an Anesthesia Technician teaching veterinary students how to run safe and effective anesthetic cases for seven years. After completing his M.S. in Management from Austin Peay State University he moved to Columbus, Ohio to work as a Clinical Manager for the anesthesia department at a large emergency and specialty practice. Eventually the mountains called Andrew, his wife, and their two dogs back to Tennessee. In their free time, Andrew and his wife can be found playing soccer, enjoying local restaurants, and relaxing on the lake with their two dogs and their newly adopted shelter pup.
